Yes, you do. BaseElements imports it's data from the Database Design Report that only FMPA can produce.

However, once the DDR has been created by FMPA, you can use any version of FMP or FMPA from 8.0 onwards to either import the DDR into BaseElements or to view the data files in BaseElements.
